About Fillmore County

Fillmore County lies in the heart of southeastern Minnesota’s Driftless Region, an area known for its rolling farmland, small-town charm, and strong sense of community. Home to just over 21,000 residents, the county includes close-knit towns such as Preston, Harmony, Lanesboro, Spring Valley, Rushford, and several others-each contributing to the area’s vibrant rural character.

Like many rural places, Fillmore County is facing a shortage of child care. Families experience long waitlists, limited availability, and in some cases must travel outside the county just to secure care. In recent years, more programs have closed than opened, widening the gap and making it harder for parents to remain in the workforce and for employers to recruit and retain staff.

Fillmore County is participating in the Rural Child Care Innovation program - a community-driven process designed to support families, strengthen the local workforce, and ensure that every child has access to quality care. Through this effort, community members, leaders, and partners are working together to develop locally tailored solutions that meet the county’s unique needs.
